AB 829, as it passed the Assembly, authorized an individual to designate on their tax return that a specified amount in excess of their tax liability be transferred to the Parkinson’s Disease Research Voluntary Tax Contribution Fund, a continuously appropriated fund created by the measure, for the purpose of supporting the California Neurodegenerative Disease Registry Program, and would require the Franchise Tax Board to revise the tax return form to include a space for that designation, as specified.
The Senate amendments instead authorize an individual to designate on their tax return that a specified amount in excess of their tax liability be transferred to the above-described fund for the purpose of supporting the Richard Paul Hemann Parkinson’s Disease Program and make conforming changes.

The Senate amendments require a student or their dependent to be notified of premium liability to them, if any, if they choose not to terminate coverage pursuant to the provisions described above. The Senate amendments make the provisions described above operative commencing July 1, 2026.
If a student requests a waiver from student health insurance, AB 594, as it passed the Assembly, required the waiver to be granted if the student obtains or maintains health coverage through one of the alternative methods described in the required notice included in the student health insurance enrollment materials.
The Senate amendments instead require the waiver described above to be granted if the student obtains or maintains health coverage that is minimum essential coverage, as specified. The Senate amendments make the provisions described above operative commencing July 1, 2026.
