The Senate amendments additionally allow a homeowner or resident to revoke consent for delivery by electronic mail at any time, as specified. The Senate amendments also require management to deliver a notice to the homeowner or resident stating that they have agreed to receive notices by electronic mail and may revoke this agreement.

The Senate amendments require that the bank account or other financial institution be designated by the tenant in writing. With respect to a return of a security to any electronic or virtual method available to the landlord, the Senate amendments require the landlord to obtain agreement by the tenant in writing. The Senate amendments additionally require the landlord to notify the tenant in writing of the tenant’s right to receive the security electronically pursuant to these provisions, as specified, if the landlord received the security or rental payments from the tenant electronically.
AB 414, as it passed the Assembly, if multiple adult tenants reside in a unit, required the landlord to return the remainder of the security by a check made payable to all adult tenants, as specified, and furnish the itemized statement by first class mail, postage prepaid, to any one of the adult tenants chosen by the landlord, unless the landlord and all adult tenants, at the commencement of the tenancy or at any time during or after the tenancy, enter into a mutual agreement containing specified provisions.
The Senate amendments additionally authorize the landlord to furnish the itemized statement by personal delivery, and require the mutual agreement regarding the return of the remainder of a security among multiple adult tenants be written. The Senate amendments, if the tenant terminates the lease for a specified reason, there is no mutual agreement, and the tenant requests that the security be disbursed in another manner, authorize the landlord to return the security in a manner other than by check made payable to all adult tenants.

The amendments grant immunity to a public entity and public employee from liability for any discretionary or ministerial act or omission relating to the issuance or denial of a permit, and require the applicant to indemnify the local agency from any property damage or personal injury arising from construction permitted pursuant to these provisions.
The Senate amendments authorize the applicable state licensing boards to suspend or revoke a license of a qualified professional certifier who makes a false statement in a certification pursuant to these provisions.

To the Members of the California State Assembly:
I am returning Assembly Bill 1387 without my signature.
This bill would authorize counties to establish a behavioral health multidisciplinary personnel team to serve justice-involved (JI) individuals with mental illness and allow provider agencies to share information to coordinate supportive services.
Last year, I vetoed a nearly identical bill, stating it was both premature and duplicative of the Department of Health Care Services (DHCS) CalAIM JI Initiative. Through this initiative, counties are already allowed to establish multidisciplinary teams and share confidential information among providers to ensure JI individuals have continuity of coverage upon release and access to essential health services that will help them successfully return to their communities.
While I appreciate the author's commitment to this issue, like its predecessor, this bill remains duplicative of these existing efforts. It would be more timely to assess this proposal following full implementation of the CalAIM JI Initiative and once data is available to identify any remaining gaps.
For these reasons, I cannot sign this bill.
