Ordered to the Assembly. (Ayes 36. Noes 0.).Apr. 13In Assembly. Concurrence in Senate amendments pending.Legislative Counsel’s DigestAB1389as amended in Senate March 24, 2026(Pursuant to Joint Rule 26.5)

AB 1389, as it passed the Assembly, exempted specified races from the 75 imported race per day statewide limitation for thoroughbred races imported by associations or fairs.

The Senate amendments, instead, ratify the second amendment to the tribal-state gaming compact entered into between the State of California and the Yurok Tribe of the Yurok Reservation, California, and provide that, in deference to tribal sovereignty, certain actions related to the amended compact are not projects for purposes of the California Environmental Quality Act. The Senate amendments declare that the measure is to take effect immediately as an urgency statute.

Vote: 54. Substantial substantive change: yes.
